Assessment of National Policies and Guidelines

Uganda’s population continues to grow currently at rate of 3.0 percent and is much higher than
the region’s average population growth of 2.8%. According to 2014 National Population and
Housing Census (NPHC), Uganda’s total population stood at 34.9 million, an increase of 10.7
million from the 24.2 million in 2002 Census. Of the total population, 70% is less than 25 years
(Figure 1.1) and adolescents constitute 25.6% of the population, 10-14 years (14.2%), 15-19 years
(11.4%). Overall, children below 18 years constitute 56.7% of the total population (NPHC, 2014)
